To find Gyro Park, just drive up/down the highway in the downtown area until you see all the flags on the south side of the road.
On the weekends through the summer there's a farmer's market that takes over the chess board, but other than that, one can use the board any time they choose. Just contact the visitors' centre across the street and they'll give you the chess pieces. It's directly west of the board at the rear of the old court house.
This board is large enough that, even though the pictures aren't high resolution, one can make out the chess board in google maps' satellite pix. It's set at a forty five degree angle to the concrete pad that surrounds it.
Gyro Park is a bit of a museum, as well. Along the eastern edge of the park is a building housing some old carriages and two of Grand Forks' oldest pieces of fire fighting equipment, on display year round.
And --- for the benchmark hunters, there's one in the eastern foundation of the court house.
