This is a metal scupture outside the main entrance to State of Oregon Department of General Services Printing Plant. It depicts a roll of red tape that looks like it is unrolling or coming apart.

From the Smithsonian listing: "Orange-painted steel sculpture that is an abstraction of a roll of paper. The abstract shapes form various arcs and semi-circles."

It looks to me that it is more red than orange and that it needs a new paint job. The edges of the metal are showing signs of chipping paint and rust.
