Um den Eisenbahngüterverkehr zu beschleunigen und der neuen Konkurrenz des Straßenverkehrs zu begegnen, stellten verschiedene europäische Staatsbahnen ab 1923 Versuche mit kleinen Rangierlokomotiven an. Bis dato mussten sämtliche Rangierbewegungen im Güterverkehr auf kleinen Bahnhöfen und in Ladestellen durch die Zuglok des Nahgüterzugs durchgeführt werden, was die Aufenthaltszeiten verlängerte und die Durchschnittsgeschwindigkeit stark verringerte. Die Bereitstellung einer gesonderten Rangierlok für diese Bahnhöfe wäre jedoch aufgrund des geringen Aufkommens unrentabel gewesen. Die Entwicklung von Verbrennungslokomotiven schaffte hier neue Möglichkeiten: Die Kleinlokomotiven waren kleiner und billiger sowie einfacher zu bedienen. Außerdem erlaubte der niedrige Führerstand es dem Lokführer, schnell und kräftesparend bei Bedarf auszusteigen um die Kupplungsvorgänge auszuführen - ohne einen zusätzlichen Rangierarbeiter.

Durch diese Beschleunigung sollte der beginnenden Konkurrenz durch den Straßenverkehr begegnet werden.

Die ersten Versuche, ab 1923 bei der Französischen Ostbahn, ab 1925 bei der Dänischen Staatsbahn, ab 1926 bei den Niederländischen Eisenbahnen und schließlich ab 1927 bei der Deutschen Reichsbahn verliefen vielversprechend.

Deshalb vergab die Deutsche Reichsbahn 1930 erste Aufträge über insgesamt 18 Versuchslokomotiven an verschiedene Hersteller. Als Vorbild sollte ein 1927 von der Berliner Maschinenbau AG an die Niederländische Staatsbahnen geliefertes Rangierfahrzeug dienen. Diese Fahrzeuge unterschieden sich stark, und bewährten sich unterschiedlich. Für die Lieferungen von 1931 und 1932 legte die DRG dann erste Abmessungen fest und unterschied die Lokomotiven in zwei Leistungsgruppen – Lokomotiven mit einer Motorleistung bis 40 PS (29 kW) wurden in die Leistungsgruppe I eingeordnet, stärkere Lokomotiven in die Leistungsgruppe II. Aus den Erfahrungen mit den bisher gelieferten Fahrzeugen wurden die Kleinlokomotiven von der DRG dann zu Einheitskleinlokomotiven vereinheitlicht.
