This one-story Queen Anne cottage was built around 1890 by David and Julia Simpson, owners at the time of the parcel bounded by 18th, Court, State and Mill Creek. It is believed that they built this cottage and two others to the east of it, although their personal residence was at the northeast corner of 18th and State (now commercial property). The Simpsons sold this house in 1891 and several additional sales led to it's purchase by Michael B. and America E. Mitchell in 1904. The Mitchell's are listed in Salem's City Directory for 1907 as living at this address. They also owned but apparently did not live in the adjacent "Mitchell-Hill House."
