The Central Oregon Irrigation District was established in 1918 and water for the Central Oregon Canal is diverted from the Deschutes River about 4 miles upstream from downtown Bend, Oregon. The diverted water flows in a siphon for about a mile before reaching the canyon rim where the canal begins. A quarter mile down the canal there is a structure where water can be diverted by pipe from the canal back to the river which is now 135 feet below the canal. The diverted water passes through two 2.75 MW generator units in a buried power house before reaching the river.
