Moffat County is one of the largest and most rural of Colorado's 64 counties. Ranching is a major industry in this part of Colorado so it is only fitting that a working cowhand be the one to bid you "Welcome". But some idiot with a gun thought that he could improve on the original artist's work by adding some bullet holes. Some other mental midget altered the artwork in the area of the cowhand's face.
