Armillary sundials are spherical and have the hours marked around the inner surface of the sphere. In this case the hours are marked with Roman Numerals. They also have a shadow-casting style fixed in position and aligned with the Earth's rotational axis, being oriented with true North and South, and making an angle with the horizontal equal to the geographical latitude.
The shadow casting style in armillary spheres is often shaped like an arrow as is this one.
This one is made of stainless steel, and stands on a stone plinth.
