This building, often confused with the city government building next door because of its name, is the social hall for the community. Political debates, election polls, theater productions, and dances, particularly the annual "Candy Dance" that is a charitable fund raiser are held here.

Originally constructed as a dance hall to supplement the Raycraft's hotel business, the hall was deeded to Genoa in 1941 to continue its social functions. No government offices are located in this "Town Hall".
