This one-story brick building on the north side of Locust Street was built as a general merchandise store and a drug store for Charles and Pitzer Beckley around 1902, following the Oakland Fire of 1899. Charles and Pitzer were sons of Henry and Mary Beckley, who were immigrants to Oregon during the 1850s. Charles and Pitzer were born in 1870 and 1872, respectively, part of a family of 13 children. They were raised in Elkton, Oregon, where their father operated a saw and flour mill.

This building features recessed entries with double doors. For the last several decades, the building has been home to Tolly's Grill & Soda Fountain. The sound of big band era music can be heard in this part of town, coming from the building during business hours.
