Yet another implement on display at the Doukhobor Discovery Centre.

This cultivator would have been used almost exclusively as a row crop weeder, running between the rows in crops such as corn or potatoes. The horizontal blade would run just beneath the surface of the ground, snipping off the large weeds and pulling out the smaller ones.
Though it may have been horse drawn, it is quite possible that it was sometimes human powered, as well. Though it would have been a relatively unpleasant task to operate it from either end, it sure beat bending over and pulling the weeds one by one.
