This sign is located on a building on Calle Constitucion in Mazatlan's historic center...not far from Plazuela Machado.
It is in Spanish and reads:

"AMADO NERVO

TEPIC 27- 08- 1870
MONTEVIDEO 24 -05- 1919

Porque por estas calles nuestra
encontraste tu inmenso amor por
la palabra, sirva este detalle como
eterno agradecimiento a tu presencia.

SOCIEDAD HISTORICA MAZATLECA

Enero 2001"

which translated is:

"Amado Nervo

TEPIC August 27,1870
MONTEVIDEO May 24,1919

Because of these streets of ours
was found your great love for
the word, this detail serves as
eternal gratitude for your presence.

MAZATLECA HISTORICAL SOCIETY

January 2001 "

Unfortunately neither the sign or internet search reveals the source of the quotation.

Wikipedia (visit link) informs us that Nervo:

"...also known as Juan Crisóstomo Ruiz de Nervo was the Mexican Ambassador to Argentina and Uruguay,[1] journalist, poet, and educator. His poetry was known for its use of metaphor and reference to mysticism, presenting both love and religion, as well as Christianity and Hinduism. Nervo is noted as one of the most important Mexican poets of the 19th century...
