The plaque was placed at the 5th November 2012 by the municipal survaying office (Stadtmessungsamt) and their partners from Straßbourg (France) for the 25 anniversary of their partnership.
The plaque is called 'GPS-Referenzpunkt' (GPS Reference Point). It can be used to check the messured coordiantes of your hand held gps unit.
