The city of Hanoi was founded in 1010, by the founder of of the Lý Dynasty, King Ly Thai To. The King named the city Thang Long, which translates to "Rising Dragon", as he observed a dragon on the Red River (the river that runs through Hanoi). Over the course of the following millennium the city has been conquered and occupied several times, rebuilt, restored, near abandoned, and bombed. Through all of this, apart from a period in the 19th century, it has always been the capital of Vietnam.
In 1831, the Nguyen emperor Minh Ming renamed the city Hà-Noi. The original name of Thang Long is still in popular use as a literary and metaphorical reference to the city.
This commemorative sculpture is found in a public park, on the Hoan Kiem Lake, in the centre of Hanoi city, in a busy tourist spot. The "book" is approximately 1m high.
