This is a garden clock located in a public park, on the Hoan Kiem Lake, in the centre of Hanoi city, in a busy tourist spot. It is a functional clock, approximately two metres in diameter, at ground level, and near horizontal in orientation.
At the base of the clock is a plaque (in gallery), in English and Vietnamese, that states that the clock was given to the city of Hanoi by the cities of Bern and Geneva in order to celebrate the millennium of Hanoi: the years 1010-2010. Easy to spot as you wander through the city centre.
