This memorial rests on the east side of the City Hall and was originally dedicated in 1920. Biblical inscriptions were noted. The city's website gives a full description of this memorial.

The site lists the artist as Thomas Brock. The sculpture shows two sea nymphs pulling a drowing person from the sea.
