This is probably a Wallis 12-20, which were made from 1929 to 1932.
It claimed 12 hp at the drawbar and 20 hp at the belt, though tests proved these claims to be quite conservative. It had 3 forward gears with one reverse and could achieve a forward speed of 4.3 mph. NOT a speed demon, this tractor. It used a gasoline engine and at 3,455 lbs. it could achieve a drawbar pull of 3,018 lbs. All tractors of that era came equipped with Armstrong Steering as standard equipment.
UPDATE: Having found a brochure on the Wallis 20-30 tractor, I would be remiss in not mentioning that this could also be a Wallis 20-30. By all accounts the two have the same appearance, with the 20-30 being slightly larger.
It was originally manufactured with all steel wheels with steel lugs on the drivers. The rubber on the drivers would have been added later.
