There is a plaque by the flagpole at the south entrance to the Tarrant County Courthouse that reads as follows:

Further research on the internet turned up this brief bio:
Martin Forrest Markward Jr. received his law degree from UT in Austin and served in WWII as a JAG stationed in the Philippines. His most notable achievement was drafting the surrender document for the Japanese commander to sign on Mindanao. Forrest practiced law in Fort Worth until retirement at age 82. Forrest never married nor had children. He is buried near his parents at Shannon Rose Hill Cemetery in Fort Worth. [end]
The flagpole with the plaque hoists the American Flag -- surely a great honor for the man who drafted the Japanese garrison commander's surrender documents in the Phillipines.
