Foyle is called in to investigate the death in custody of David Beale, a conscientious objector. He quickly deduces that the local constables had abused the man before he committed suicide. He does however come across corruption involving the local magistrate, Lawrence Gasgoine, who has been trying the cases of conscientious objectors. It appears all the appeals have failed except for the case of a local businessman’s son. Foyle deduces that Gasgoine has taken a bribe.

Before Foyle can act, Gasgoine’s house is attacked and Gasgoine is threatened. The note has oil on it, drawing suspicion on the boyfriend of Gasgoine’s daughter, who appears to work in a secret government factory. Upon investigation the oil is a clue too far, as the boyfriend is secretly making coffins for the government, with no oil involved.

The Gasgoines have an evacuee boy staying with them. When Gasgoine alleges that he has been warned on the phone that he must not enter the summer house, the evacuee enters the summerhouse and is blown up by a grenade. Foyle guesses correctly that there was no phone call and that Lawrence Gasgoine planted the grenade because the evacuee had witnessed the bribing of Gasgoine.

In a side plot, Foyle is friendly with a local restaurateur Carlo Lucciano. His son Tony falls for Sam. Sam walks out with Tony and realises that Sam is signing up for the army. Tragically, Italy enters the war and Carlo is killed when an angry mob firebomb his restaurant.
