The Dr. John W.B. Franklin Memorial dog park opened on May 19, 2011 by the Westmoreland County Parks and Rec Department.The Dog Park has three separate fenced in areas. As a general rule, two areas will be open at a time, with the third closed for maintenance and regrowth. There is a water and clean-up station in each section. The Dog Park has a 6’ chain link fence surrounding all sections, and there is a double gated entrance system.


Franklin Dog Park Rules

1. All dogs must display a current license, vaccination tag & ID tag on their collars at all times when in the dog park.

2. This is a use-at-your-own-risk facility. The County of Westmoreland does not assume any responsibility for loss or injury. This is a non-supervised facility.

3. Owners/custodians of a dog are responsible for the acts and conduct of their animal at all times when in the park. Park users and dog owners assume all risks related to use of the dog park. Dog owners are liable for any property damage or personal injury their dog inflicts.

4. All dogs must be under the control of an adult, 18 years of age or over, and there is a limit of two dogs per adult in the park at any one time.

5. No children under the age of 16 are permitted unless accompanied by an adult. Children have a tendency to scream and run when excited, which can trigger a dog’s natural instinct to chase. For this reason and for the safety of your children, we do not recommend bringing small children and infants into the dog park.

6. Dog owners/custodians must be in the park and within view of their dogs at all times. No dogs may be left unattended at any time.

7. Dogs must be on a 6’ leash when entering and exiting the dog park. The leash must remain with the owner at all times.

8. For the safety of your dog and other park visitors: choke, prong, pinch, spike, and electronic collars are strictly prohibited.

9. Aggressive dogs are not permitted. Dogs must be removed at the first sign of aggression. Any dog that starts to play rough, bite, or fight must be leashed and removed from the park immediately.

10. The following are not permitted inside the fenced Dog Park area:

* Alcoholic Beverages
* Smoking and/or Tobacco Products
* Human and Pet Food
* Pet Treats

11. Female dogs in heat are prohibited from entering the park.

12. No animals, other than dogs, may be brought into the fenced area.

13. Clean up after your dog. Owners/custodians are responsible for picking up and disposing of their dog’s waste in the containers provided. Dog owners must fill any holes that their dog digs.

14. Bikes, skateboards, roller blades, scooters and like devices are prohibited.

15. This facility is open from 9:00 am to dusk.

16. Westmoreland County Parks, at its discretion, reserves the right to restrict entry to the facility and to ask persons to leave the facility as a result of disorderly conduct, disturbance of the peace, violations of the rules or unsafe behavior. Any person not complying with these rules will not be permitted to use the facility.

Description of Enclosure:
There are three separately-enclosed, which only two are open to let the other regrow grass, each enclosure has a pet and human drinking fountain as well as pet-waste collection bags and disposal station. Each enclosure has a "double entry" system to protect pet safety.
