This Citizen Memorial is dedicated to two individuals, who were founders of this park in which the memorial sits in. Mr. Reichard owned his own business and Mrs. Reichard owned the Gumtown Company store, which the park is named after. Mrs. Reichard was involved with several community organizations and served on the board for the local branch of then-National City Bank (she died in 2003). Mr. Reichard died in 1984.

This monument was placed by the residents of the Redbank Valley and was dedicated in June 2005.
