Sal Mosqueda was a sergeant for the Fresno Police Department killed in the line of duty on August 20, 1973 while trying to apprehend a robbery suspect. The memorial was placed to honor all policemen killed in the line of duty in Fresno up to that point but was dedicated to Sgt. Mosqueda. There are two other memorials dedicated to local law enforcement nearby.

The marker includes a likeness of Sgt. Mosqueda and the names of 10 additional officers that were killed in Fresno between 1911 and 1975.
