In January 1998, up to 16 inches of rain fell causing the Doe River to crest almost 12 feet above normal. Seven lives were lost because of the storm. A memorial was created on this side street.

The lower plaque reads:
Flood of 1998
A powerful winter storm resulting in a devastating flood slashed through Carter County on the evening of January 7, 1998. The flood occurred along the upper Doe River, with the communities of Roan Mountain, Hampton, Valley Forge, and Elizabethton impacted.
Seven people lost their lives, with one being an emergency rescue member whose boat capsized during a rescue attempt.
Over 215 homes were destroyed, and over 200 other structures were damaged. Damages were assessed at over $20 million dollars.
The Doe River rose three feet above flood stage in Elizabethton, exceeding the previous flood of record for the Doe River in 1901.

A monument constructed of river stones on a quiet side street near the wastewater facility. The below NOAA link about the event noted that four of the deaths occurred because folks attempted to drive through high water and were swept away. A reminder to never drive into moving water - especially after a storm.
