The co-ordinates take you to a patch of lawn in the Tunney's Pasture federal government complex. The site is southwest of the intersection of Columbine Driveway and Tunney's Pasture Driveway. While there is parking nearby, it is not free of cost. You may wish to use the OCTranspo bus system, disembarking at Tunney's Pasture station.
