From 1897 through 1923 the teachers college held classes in the old Public School building next to the Phillips High School.

The county teachers colleges were named "County Training School" until 1923, when the Wisconsin State Legislature changed the name to County Rural Normal School. In 1923 Price County built a new teachers college which was called the County Normal School of Price County as dictated by the Wisconsin State Legislature.

The Wisconsin State Legislature decided to "phase out" funding for the County Teachers Colleges in view of the trend toward college degrees as a minimum prerequisite for teaching license in many school systems. That funding would be better spent on the Wisconsin State University system. Thus in 1971 marked the end of an era in which these county training schools for teacher were in operation.

The building was used the school district for High School class until 1973 after the new high school building was built. The building is now used as the Price County Courthouse Annex Normal building.
