The sign depicts the head of Queen Victoria as used on the world's first postage stamp in 1840 - the "penny black".
The pub was opened in 2000 and the name pays tribute to Rowland Hill, the inventor of the penny post who was born in Kidderminster and whose statue is just down the road from the pub.
