Flying Around is one of eight whimsical silhouette artworks by artist Mark Bulwinkle. These 8 sculptures line the parking lot of the East Bay Bridge Mall in Emeryville, California.

From the Smithsonian AIC Description:

A cutout of a bird with a large round stomach and skinny little legs. The bird is wearing a small cap with the letter "M" on it. Its mouth is open and its tongue is sticking out. Inside the bird's stomach is a large circle containing a profile of a man, a profile of a dog standing on its hind legs, and two flowers. The man's arms are raised and inside his stomach there is a cutout of a head. The sculpture is mounted at the top of a pole which is set in a rectangular concrete base. The sculpture is lit at night.
