Jake Bartles, founder of the nearby city of Bartlesville, started the city of Dewey (which was originally part of Indian Territory, allotted to the Cherokee Nation) in the 1899. With the growth of Bartlesville, Bartles moved his general store to what would become Dewey. At that time he also began building the Dewey Hotel, which was completed in 1899. It was at this time that this well, which is across the street from the hotel, was dug. From the sign over the well we can see it also famous because Tom Mix "wattered" his horse, Tony here.

The sign reads:

This Water Well
was first in Territory
It was dug in 1899
Tom Mix watered Tony here
