The 32-acre garden and arboretum area on the northwest side of Will Rogers Park, is listed on the National Register. This is a beautiful area with lakes, trees and lovely gardens. At the center is the 2-acre Charles E. Sparkes Rose Garden (formerly Municipal Rose Garden) which features 3,000 rose bushes, and was planted by the Oklahoma Rose Society in 1938.

At the center of the rose garden is a walled pool in which stands a 6-foot tall bronze sculpture of a nude mother and daughter. The sculpture was donated to the parks department by art collector John J. Culbertson Jr. and his wife. Mr. Culbertson purchased the bronze sculpture from Munich artist Richard Aigner while visiting Paris. A bronze plaque mounted on the base reads:

The sculpture is standing on a native sandstone base. The sculpture is a fountain with a stream of water which sprays out of the fish's mouth. According to the website of the Parks and Recreation Dept., the bronze sculpture/fountain is said to depict a mother’s struggle to keep her daughter from crossing the threshold into adulthood, the fish in the mother’s left hand being a metaphor for womanhood. The narrative of the nomination for the National Register indicates that the mother is holding, just above her daughter's reach, a fish symbolizing life's ideals worth striving for.
