Tento památník tvorí dva pilíre o váze 6,2 tuny, zamrížované okno a 300kilogramový zvon. Vše symbolizuje pozemkový úrad, justici a vezenskou správu. Na zvonu je napsáno slovo byrokracie ve 32 jazycích. Zvon symbolicky bije na poplach proti zvuli úredníku.

This monument consists of two pillars, weighing 6.2 tons, barred window and 300-kilogram bell. All symbolizes the Land Office, the judiciary and the prison administration. The bell is inscribed the word bureaucracy in 32 languages. The bell symbolically beat the alarm against the arbitrariness of officials.
