I'm not sure what if anything this is supposed to represent, other than an interplay of different shades of blue, but it does look a bit like the neurons in a brain under a microscope, but your mileage may vary! And if it does, there's a gas station right next door :-)

The painting of utility boxes in the Mira Mesa neighborhood of San Diego is sponsored by the Mira Mesa Town Council (a volunteer/business organization) and has been spearheaded by the Mira Mesa High School art department. See (visit link) for more information.
