This is an outdoor warning siren located on the roof of the so-called 'Alte Münze ' (Old Mint) in the Maximilianstraße 99 in Speyer, Germany, Rheinland-Pfalz. It's at the pedestrian area of Speyer.
The siren is visible from the street.
The Old Mint was built in 1748 to be the new trading centre at the marketplace, replacing the medieval Mint, which was known as the Minters' House.
It remained a place of commerce well into the 19th century and later became the residence of various municipal authorities.
