This is an elderly building. When I wandered in I found no staff, rooms and corridors filled with boxes and dusty shelves, though not a great deal on the shelves. It seemed more a storage area than an actual working library.
According to the website, the library opened in 1956, but moved to these premises in 1988. In former times the colonial era building was the French governor's residence. The library is charged with preserving the Laos cultural heritage. Amongst other activities it is involved with the conservation and preservation of ancient national documents.
