This Buddha images was crafted in 1968 by order of the Thai Police Patrol and under the authority of the King of Thailand Rama IX. The image is made from a mix of metal alloys, and is black in colour, though now sheafed in gold. There are four such images, each in a different, cardinal province of the Kingdom.

The image is housed in a shrine like structure at the city centre, in the government precinct and near the City Pillar Shrine of the province. At the time of my visit the shrine was locked and I was unable to see the image.
