This mark is a six-legged elevated water tank in Springville New York. The tower is colored light green, and has "Springville" stenciled in black lettering across the front of it. The station itself is the ball on top of the tank.

Note, in the NGS' first observation that the tank is listed as being "silver." It is now faded and looks green (unsure if it has been painted since 1973).
