There are many coin-op binoculars along the river that formed the "Grand Canyon of the East". This particular one happens to be inside an aging shelter.

Looking upstream can be limited by the leaves of trees growing on the west bank of the river gorge. The primary object of viewing is the Mount Morris Dam, which can be seen (in part) behind the binoculars (at the horizon, just above the railing of the shelter).
