According to the West Virginia Garden Club web site, this marker was dedicated on September 19, 1986, and was the fourth one placed by the organization. "Vesta Van Meter and Beulah Hash dedicated the 2nd, 3rd, and 4th Blue Stars in 1986 (on the new interstates) and won the NGCSC Award." source: (
