The cornerstone calls the building the State Office Building, but current day listings refer to it as the William S James Senate Office Building. The metal marker on the wrought iron gate calle it the James Office Building. This office building houses 35 of the 47 Maryland State Senator's personal offices. It has a Georgian-styled architectural design.
It is located at 177 College Avenue, Annapolis, MD, near the intersection of College Avenue and Bladen Street. It is one of many State government buildings west of the Maryland State House. It is listed as one of the modern buildings that have been constructed on the former lands once owned by Charles Carroll and William Bladen when the surrounding blocks were called Bloomsbury Square. On the face of the cornerstone, is the old reference to the building as the State Office Building, under which is engraved the date of 1938. Below the date are the names and titles of the three main members of the Board of Public Works at the time. On the side of the cornerstone is engraved the names of the two architects and the name of the builder.
