This is a one-story brick building in the Commercial style, constructed in 1933. It is known as the T.L. Blackburn Building. The occupancy at 128 is Donna's Rental and Catering. The large occupancy at 130-132 is Oxford Cleaners.
The upper wall is unadorned brick with a flat roof line. Merlons are located at each end, with a diamond pattern. There are two storefronts, a single and a double.
The single storefront at 128 has a centered aluminum and glass single door, in a recessed entry. There are three display windows to each side, with one angled to the door. The transom area is covered with vertical wood siding, and the storefront has an angled cloth awning above the entry and windows.
The double storefront to the east is flush and has a single aluminum and glass near the east end, which has an overlight and sidelight. There is one display window east of this entry, with five windows to the west. Two display windows also wrap around the building to the east side as this building is on a corner lot.
