The pub is aptly named because it is opposite Ilkley Railway Station. These old style signals are known as semaphore signals and are still used on some smaller lines.
The red signal is a stop signal, whilst the yellow one indicates caution, they are set to indicate that it is not safe for trains to proceed. If they were at 45 degrees then it would be safe.
Ilkley is a spa town that became popular in the Victorian times after the opening of the railway station in 1865.
I don’t know when the pub was built, but it was obviously given its current name sometime after 1865.
