This Classical Revival style building was designed by Howell & Thomas constructed in 1927. The building was fashioned after the Pittsburgh Press building. (visit link)

The bas relief sculpture, however, was crafted by Edmond Amateis. After waymarking the building (National Register of Historic Places) and the art, under the categories of both relief sculpture and frieze art, I discovered that the art is also part of the Smithsonian Art Inventory Catalog.

The central figure in this bas relief sculpture is Truth, guarding the eternal flame of enlightenment. The figures on the left are Fine Arts and Industry. On the right are Law and Agriculture.

Smithsonian catalog refers to it as the Rochester Times-Union Building, Rochester, New York. The building is now known as the Gannett Building, and National Register of Historic Places uses the name Gannett Building. The nomination form lists particulars about this art item in the nomination form. It is also listed on the Rochester Public Art website as Gannet Building Relief by unknown (I guess that cataloger didn't know about these other resources).
