Incorrectly installed Solar Panel. The panel powers a traffic speed display sign. Spot the Mistake ?

No its not the 188 mile an hour display, that's a digital camera effect, the camera does not show the colours.
The sign reads the traffic speed in Miles Per Hour, , green under 30 mph & flashes red over that speed.
In the photos I took, the Sign was green for 1 photo & red for the others.
Yes I bet you got it, The solar panel collection face is not tilted to face the Sun
The mistake is an incorrectly installed Solar Panel. As can be seen in the photos the Solar Panel collection face is vertical.
The Solar panel face should be at right angles to the sun. For our Latitude in the UK thats approx 51 degrees to the horizontal. Most of the Speed display signs in the Swansea area are incorrect.
The side of the solar panel has been set to 51 degrees.
Unbelievable.
