These two schoolchildren, a boy and a girl, are the traditional blue coats of English charity (or "bluecoat") schools. Such statues are not uncommon outside these institutions.
The statues are of Portland Stone.
This particular school, St Mary Rotherhite Free School, was founded in 1613 by Peter Hills and Robert Bell. Peter Hills was an eminent mariner and the school was for "eight sons of mariners from the parish". The school moved to this building in 1795 and continued to provide an education for Rotherhithe children until 1939.
