Governor Andrew Johnson, 1853

Throughout his legislative and gubernatorial careers, Andrew Johnson advocated appropriation of public money for common schools for both boys and girls. As governor, he proposed a school tax which was passed by the legislature in February 1854. As president, he gave personal land for a church and freedmen's school in Greenville. On March 2, 1867, he signed a bill establishing Howard University, an African-American institution of higher learning in Washington, D.C.
