This nautical flag pole, with three flags flying, is located in front of the main HMCS Carleton building at Dow's Lake, Ottawa, Ontario.
HMCS Carleton is a Naval Reserve Division known as a Stone Frigate, a term unsed to denote a naval establishment on land.
Nautical flagpoles are equipped with multiple halyards enabling a number of different flags to fly. The gaff is considered the position of honour and the national flag of the host country is flown from there. On this nautical flag pole, the Canadian Flag is the one in the middle, the one on the right is the Canadian Forces Ensign while the one on the left appears to be the Canadian Naval Jack.
