The memorial has a central pylon of Indiana limestone with a bronze medallion of a police officer standing next to Saint Michael Archangel, patron saint of police. Behind the pylon stands eleven groups of three granite panels with the names of Indiana police officers who have died in the line of duty are etched into the granite.

The central pylon is inscribed:
