The Old Water Mill, Gelligroes, on the West bank of the Sirhowy River, near Pontllanfraith, was built in the 17th century. So I guess the bridge was built before this date in order for the local farmers to have access to the Mill to get their grain ground.

The Old Mill fell into disuse and disrepair, and was derelict by the late 80s.
The Mill was repaired and opened to the public in 1993, and now has,
a radio museum and a candle-making workshop, which has a Royal Warrant to make candles for Prince Charles. The Mill is also home to the Arthur Moore Amateur Radio Society. Visitors to the Mill can learn about Arthur Moore who received the SOS transmission from the Titanic and have a go at transmitting around the world. Opening Times: Monday to Saturday, 10am-5pm ....
