"In the early years of the Cold War, Canada strongly advocated a mutual defence pact to counter the Soviet threat to Western Europe. Canadian ministers Louis St. Laurent and Lester B. Pearson, working with officials from the Department of External Affairs, played crucial roles in shaping an alliance with other Western nations that was consistent with the United Nations Charter while guaranteeing collective security and promoting democratic values and human welfare. Canada's first formal peacetime alliance, signed in 1949, became the foundation of this country's post-war external and defence policies."
