Charles Devens was a lawyer, Massachusetts State Senator and General in the Union army. When the war started he was a major in the 3rd Battalion of Massachusetts Rifles. He was appointed colonel of the 15th Massachusetts Infantry in July 1861 and brigadier general of volunteers in April 1862.

General Devens fought in the Battles of Ball's Bluff, Fredericksburg, Chancellorsville, Cold Harbor, and the Siege of Petersburg. He was wounded in battle at Ball's Bluff and again at Chancellorsville.

The bronze statue of General Devens was created by Edward Clark Potter and Daniel Chester French. It was dedicated on July 4, 1906. The front of the base is inscribed:
