This sculpture is titled "The World's Largest" and is located in front of The Centre in downtown Evansville, IN. It is situated on Locust St, just by the main entrance to the building.

I am not sure if the sculpture has been moved, but the buildiing it is by has changed since the listing was made. The name of the building has changed and the design of the building has changed. The sculpture is also no longer on a concrete slab, but sits in a raised bed.
