Today the Malheur National Wildlife Refuge encompasses over 187,000 acres including large portions of Malheur and Harney Lakes. The Refuge was established on August 18, 1908 by President Theodore Roosevelt as the Lake Malheur Reservation and was the 19th of 51 wildlife refuges created President Roosevelt. The Blitzen Valley area was purchased and added to the refuge in 1935. From 1935 to 1942 the Civilian Conservation Corps (CCC) constructed most of the infrastructure in the Blitzen Valley including this building. The Double-O unit was added to the refuge in 1942.
